ABOUT THE FELLOWSHIP PROGRAM



Climate change poses a significant threat to public health, with impacts ranging from increased heat-related illnesses and the spread of vector-borne diseases to disruptions in essential resources like food, water, and air quality.
Addressing these challenges requires a multidisciplinary approach, involving governments and stakeholders at all levels to implement effective mitigation and adaptation strategies. In Lebanon, climate change amplifies existing socio- economic vulnerabilities, affecting its densely populated coastal areas and significant refugee communities.

The Climate Change and Health Fellowship Program is an 8-month initiative designed to equip Lebanese government and NGO representatives with the skills needed to tackle climate-related health challenges.

This innovative program, the first of its kind in the region, aims to build the capacity of 15 fellows from diverse ministries and organizations, including public health, environment, agriculture, and relief agencies. Fellows will gain expertise through five graduate- level courses (15 credit units), hands-on training, and cross-disciplinary collaboration. The program will be held from February to June, 2025.
VENUE AND LOCATION



The sessions will be held at the University of Balamand Dekwaneh campus from 5:00 to 8:00 PM.

Parking will be available, and access will be through the Académie des Beaux-Arts (ALBA), located next to the SGBL Saloumeh Bank. Please provide your full name at the entrance for verification with the security staff, who will then allow you access to the parking area.

From the parking areas (B1 or B2), proceed to the ground floor and head toward Building D. After passing the cafeteria, continue straight. You will pass by a sculpture, take the stairs to the next level, turn right, and pass by the labs until you reach the entrance. Finally, proceed to the 2nd floor, and at the end of the corridor on the left, you will find Room 009, where the sessions will take place.

Wael Al-Delaimy, MD, PhD


Affiliation: University of California, San Diego

Biography: Prof. Wael Al-Delaimy, is a Professor in the Division of Global Health in the Department of Family Medicine and Public Health, UCSD. Prof. Al-Delaimy is a multidisciplinary epidemiologist with a medical background and interest in the epidemiology of chronic diseases, tobacco, and diet. He practiced medicine in his native Iraq and then Jordan between 1991-1995 before finishing his Ph.D. from Otago University in New Zealand in 2000. He was a research fellow and research associate at Harvard School of Public Health between 2000-2004, a scientist with the International Agency for Research on Cancer in 2003, and a faculty member at UCSD since 2004 as an Assistant, Associate, and Full Professor.

Myriam Mrad


Affiliation: University of Balamand

Biography:Dr. Myriam Mrad is an environmental health expert. Her ongoing studies deal with the effects of ambient air pollution and indoor air pollution on respiratory, cardiovascular, and skin allergic diseases in urban settings, especially in Beirut, waste management in urban and rural settings, and healthcare waste management in Lebanon and several Arab countries. She has been recently granted WHO funds to study environmental exposures in Lebanese infants. She is collaborating with several national and international institutions to evaluate the health effects of air pollution in Eastern Mediterranean cities. She is an active member in the International Society of Environmental Epidemiology ISEE/ Eastern Mediterranean Chapter. She has several international peer-reviewed articles as well as other publications.

Emile Whaibeh, MPH



Affiliation: University of Balamand

Biography: Emile Whaibeh is a public health researcher and university instructor specializing in environmental health, reproductive health, and digital health. Emile has extensive experience in field research and a robust background in research design and project implementation and qualitative and quantitative data analysis and reporting. He has collaborated with municipalities and non-governmental organizations, trained and supervised research teams, and conducted research with vulnerable and hard-to-reach populations.
Emile is currently pursuing a doctoral degree at Saint-Joseph University of Beirut. His doctoral research project, the Environmental Exposures in Lebanese Infants (EELI) study, focuses on establishing one of the first environmentally focused birth cohorts in the region and addresses environmental challenges in resource-limited and conflict-affected settings. He also holds a master’s degree in public health with a concentration in community health from the University of Balamand, a bachelor’s degree in medical laboratory sciences from the University of Balamand, and a bachelor’s degree in English Language from the Lebanese University.
As an instructor at the University of Balamand, Emile teaches both graduate and undergraduate courses in the Public Health Department. He is a member of the International Society for Environmental Epidemiology, where he serves as the co- chair of the global Students and New Researchers Network, a member of the Ethics and Philosophy Committee, and an executive council member of the Eastern Mediterranean Chapter. Emile has authored several peer-reviewed academic research papers, accumulating over 350 citations, and co-authored and co-edited the book ““Essentials of Telebehavioral Health,” published in 2022 by Springer.

Georges Mitri, PhD


Affiliation: Land and Natural Resources Program, Institute of the Environment, University of Balamand

Biography: George Mitri is a Professor of Environmental Sciences and the Directorof the Land and Natural Resources Program at the Institute of the Environment,University of Balamand, Lebanon. With a distinguished career spanning over twodecades, he is a recognized expert in the field of environmental sciences,particularly in the Middle East.Dr. Mitri’s primary research centers on EarthObservation and Geo-Information analysis, with a focus on practical applicationssuch as land cover and land-use mapping, wildfire risk assessment andmanagement, drought and land degradation monitoring, and the impacts of climatechange on terrestrial ecosystems. He has authored over 100 publications, includingarticles in international peer-reviewed journals, conference proceedings, bookchapters, and technical reports. In addition to his academic achievements, Dr. Mitriserved as a technical advisor to the Minister of Environment in Lebanon between2021 and 2025, contributing to policy development and environmental governance.Internationally, he is an expert reviewer for National Inventory Reports under theUnited Nations Framework Convention on Climate Change (UNFCCC) and KyotoProtocol. Dr. Mitri actively participates in numerous national and internationalprojects, committees, commissions, and associations focused on climate change,wildfire management, and environmental sustainability. These engagements havepositioned him as a key figure in advancing interdisciplinary collaboration andimplementing evidence-based solutions for pressing environmental challenges.Through his extensive work, Dr. Mitri continues to bridge the gap between research,policy, and practice, promoting sustainable land and natural resource managementin Lebanon and beyond.

Jean C. Bikomeye, PhD, MPH


Affiliation: MCW Cancer Center, Medical College of Wisconsin - University of Rwanda

Biography: Dr. Jean C. Bikomeye is a T32 postdoctoral research fellow in theBiobehavioral Oncology Training Program at the Medical College of WisconsinCancer Center. His research focuses on the intersection of cancer, cardiovascularhealth, and socio-environmental determinants of health, with particular attention tothe impact of climate change on human health outcomes. In 2021, Dr. Bikomeye andco-authors published "Positive Externalities of Climate Change Mitigation andAdaptation for Human Health: A Review and Conceptual Framework for Public HealthResearch," in which they presented a conceptual framework exploring how climatechange mitigation and adaptation strategies can generate multiple beneficial healthoutcomes, especially for vulnerable populations, thereby reducing disparities andimproving health equity. This framework highlights the potential of climate action tofoster positive public health impacts through both direct health benefits andenvironmental sustainability.
In addition to his work at the Medical College of Wisconsin Cancer Center, Dr.Bikomeye has served as a Special International Teaching Scholar for WartburgCollege and is an Honorary Senior Lecturer of Public Health at the University of Rwanda. His work has included several projects in Africa aimed at improvingcommunity health and economic well-being.
In this course, Dr. Bikomeye will lead the discussion on his paper, "PositiveExternalities of Climate Change Mitigation and Adaptation for Human Health,"guiding participants through the conceptual framework and its implications forpublic health and climate research. He will explore how climate changeinterventions can create synergies between environmental and health outcomes,emphasizing their potential to reduce health disparities in both local and globalcontexts.

Lea Kai, MSc


Affiliation: United Nations Development Programme (UNDP) - Ministry of Environment

Biography: Ms. Kai is the Manager and Advisor of UNDP’s climate change projects at the Ministry of Environment where she works closely with the Lebanese government on designing and implementing climate policies and promoting policy reforms. Through providing strategic support, she guided the development and implementation of various programs, laws and regulations. As part of the official Lebanese delegation, she has been negotiating international climate change agreements for 15 years, including the Paris Agreement.
Ms. Kai regularly contributes to the broader sustainability landscape through academic contributions, speaking, and mentoring students and young professionals.
Ms. Kai holds degrees in Environmental Health and Technology from the American University of Beirut and in economic development from Harvard Kennedy School for Government.

Maha Hoteit, PhD





Affiliation: Lebanese University - Food Sciences Unit-CNRS-L

Biography: Professor Maha Hoteit holds a PhD in nutritional sciences and has 12 years of experience in teaching and research at various Lebanese academic institutions, including the Lebanese American University and the Lebanese University. Pr. Hoteit is the coordinator of the Food Sciences Unit at the National Council for Scientific Research in Lebanon (CNRS-L), the former chair of the Academic Committee at the Lebanese Order of Dietitians (LOD), a scientific member of the Food Safety and Nutrition Task Forces at the Lebanese Ministry of Public Health, and an associate expert in the Regional Commission of Economic and Scientific Experts (CREES) of the Francophone University Agency (AUF). Professor Hoteit’s research interests focus on public health nutrition, ranging from surveys to policy implementation, and have resulted in 75 studies aimed at improving the quality of life for communities in Lebanon and the Eastern Mediterranean region. Some of these research projects were conducted in collaboration with the regional office of the World Health Organization (WHO) and the Francophone University Agency. She was named the Pedagogical Innovation Laureate by AUF Canada in 2022 and the Techwomen Laureate in 2023.

Margaret Handley, PhD, MPH




Affiliation: University of California, San Francisco.

Biography: Dr. Margaret Handley is a public heath-trained epidemiologist and Prof. emerita in the Department of Epidemiology and Biostatistics and the Department of General Internal Medicine, at the University of California San Francisco. Dr. Handley’s research focuses on applying implementation science and participatory methods to design interventions, tailor them to unique situations and populations and study their implementation in real world settings. She co-developed and co-directed the UCSF Training Program in Implementation Science for over 10 years, which focuses on translating evidence into practice, policy and public health and has taught widely on implementation and equity. In 2022 she was awarded a Fulbright to develop training in implementation science applied to climate change interventions, in partnership with colleagues at the School of Public Health, Zagreb, Croatia. Dr. Handley has expertise in implementation science, participatory research methods, quasi-experimental designs and health communication. She is committed to implementation science skill-building across a wide range of settings and has taught with interdisciplinary teams across degree granting programs, fellowships, government, and non-governmental organization settings.

Nivine Abbas, PhD




Affiliation: University of Balamand

Biography:In 2020, Dr. Abbas took a Certificate Degree from the Research Ethics Program at the University of Maryland, Baltimore. Since 2014, she has held a PhD degree in Social Sciences and Environmental Studies from the Faculty of Behavioural, Management, and Social Sciences, University of Twente (Netherlands). Dr. Abbas’ professional experience reflects her multidisciplinary education, which includes a Master of International Affairs from the Lebanese American University and a Bachelor of Arts (in Archaeology) from the American University of Beirut. Until 2014, Dr. Abbas previous work included administrative responsibilities, writing project proposals, bringing funds for the centers, networking with NGOs and international organizations, and providing training to various actors on different topics, mainly personal skills topics, among others. In most of her working experience, she has been engaged with the community, whether in developmental project implementation or training. In addition, since 2004, Dr. Abbas has been involved in volunteering, advocacy, and training activities mainly related to community health and environmental health. Starting in November 2014, Dr. Abbas joined the University of Balamand as an assistant professor at the Public Health Department, Faculty of Health Sciences. She has been involved in teaching several graduate and undergraduate courses mainly related to environmental health, community health, urban planning and sustainable development, research, and public health ethics. Her research interest includes the following topics: public health ethics and research ethics education, social determinants of health, environmental health, sustainable development, and health education and health promotion.

Rouba Ziade , PhD




Affiliation: National Center for Natural Hazards & Early Warning

Biography: Dr. Rouba N. Ziade, a Lebanese expert in remote sensing, GeographicInformation Systems (GIS), and disaster risk reduction (DRR), holds a Ph.D. inRemote Sensing of the Environment from the University of Montpellier II, France.Her doctoral research focused on the potential impacts of forest fires on massmovement under climate variations and land-use changes. With extensive academicand professional experience, Dr. Ziade has contributed to various research andapplied projects. She has been an Associate Researcher with multiple institutions,including the CNRS in Lebanon, where she developed early warning systems and riskprotocols for floods and urban heatwaves. Her expertise in DRR and Climate ChangeAdaptation has led to collaborations with UNDRR, FAO, and other organizations,addressing challenges in agriculture, forestry, and urban resilience. Dr. Ziade’steaching roles at esteemed institutions such as the American University of Beirut(AUB) and Notre Dame University (NDU) include courses in GIS, remote sensing, andcartography. She has also supervised senior projects, emphasizing practicalapplications of GIS and environmental monitoring.
Dr. Ziade’s work continues to bridge the gap between academic research andpractical applications in environmental resilience, making her a valuable contributorto the fields of climate adaptation and hazard management.

Saria Hassan, MD, MPH

Biography: Saria Hassan, MD, MPH is an Assistant Professor at the Emory School ofMedicine and Rollins School of Public Health. She is a physician and animplementation scientist with an interest in reducing the inequitable effects ofclimate change on the health of populations locally and globally. Her work utilizesimplementation and systems science approaches to address the needs of peopleliving with chronic non-communicable diseases (NCDs) in the setting of climate-related disasters. She currently has an NIH/NHLBI funded career developmentaward working with Federally Qualified Health Centers in Puerto Rico and the USVirgin Islands to strengthen disaster preparedness specific to the needs of personswith NCDs. She has an Environmental Protection Agency grant working withvulnerable communities in Atlanta to address cumulative impact of chemical andnon-chemical stressors and climate change on health. In addition, Dr. Hassan has afunded project in Mozambique working to strengthen health system resilience in theface of cyclones. Dr. Hassan received her MD from Harvard Medical School andcompleted her Med/Peds training at the Yale School of Medicine. She received herMPH from the London School of Tropical Medicine and Hygiene.

Sawsan Bou Fakherdin, MSc


Affiliation: Disasters Risk Management Unit

Biography: Active in the environment and sustainable development since 1997, she works currently as the Director General of the Association for Forests, Development and Conservation (AFDC) – a national non-profit organization specialized in forest and forest fire management functioning in collaboration with public authorities and local communities. Since 2010, she’s been the Chief Technical Officer for the Disasters Risk Management Unit located at the Presidency of the Council of Ministers. She works in close cooperation with the Ministry of Environment, the Ministry of Agriculture and the Ministry of Interior and Municipalities among other public administrations.

Biography: I have a background in Information Management Systems and a diploma in Geo AI from Balamand University. Since 2010, I have been working in the epidemiological surveillance Unit at the Ministry of Health, specializing in DHIS2 customization for data collection and management, GIS, data analysis, and outbreak investigations. I also have expertise in data tools like R and Power BI and play an IT specialist role in my work. I am a fellow in the MediPIET program, a field epidemiology fellowship with ECDC, and nearing graduation. Carla El Jamous

Biography: My name is Carla El jamous, an agricultural engineer at MoA – Lebanon, at the Directorate of rural development and natural resources. Catherine Abdo

Biography: Catherine Abdo, MS in Environmental Sciences with a minor in Public Health from AUB and MS in Occupational Health and Safety from Montréal University, has been working at the Ministry of Environment since December 2017. Throughout her experiences on various local and international projects, she has developed a keen interest in the link between health and environmental issues and is eager to further her knowledge on the emerging impacts on climate change on health.

Celine Yazbek


Affiliation: UN Migration Agency (IOM)

Biography: Celine Yazbek is an Environmental Health Project Assistant at the UN Migration Agency (IOM). Before joining IOM, she worked for five years at the Issam Fares Institute for Public Policy and International Affairs at the American University of Beirut, as part of the Climate Change and Environment Program. With a background in architecture and urban planning, she has extensive experience in climate hazards impacting coastal cities and mountainous areas, indicator-based vulnerability assessments, disaster risk reduction and management, environmental health, and the decarbonization of the building sector through energy efficiency and renewable energy. Her current work focuses on building resilience in vulnerable cities and communities.

Dima Chehabeddine


Affiliation: Ministry of Economy and Trade

Biography: Dima Chehabeddine is an Agricultural Engineer specialized in Food Science and Technology, Expert and Consultant in Food Safety, Food Security and Small Agribusiness development, holding a Master’s Degree in Agricultural Engineering from Lebanese University, Food Science and Technology Specialist and Certified HACCP Professional from the Royal Society for Public Health (UK), certified trainer for coops from ILO (International Labor Organization).
Dima is working in the Ministry of Economy and trade as Manager of the Director General’s Office and she is the focal point for SPS (Sanitary and phytosanitary measures). She has more than 14 years of experience in both Governmental and non- governmental institutions, working with underserved populations, refugees and host community through several programs funded from international organizations.
Beside her academic education Dima holds certificate in SPS Agreement (Sanitary and Phytosanitary Measures- WTO Agreement) from SIDA (Swedish International Development Cooperation Agency), certificate in Promotion of Food Value Chain for Community- Based Agri- Business from Kochi University (Japan) and certificate in small Agri- business development from Maastricht University- school of management (MSM)- The Netherlands.
Since 2010, Dima contributed on several national projects with the EU (European Union) and Ministry of Economy and Trade, elaborated training materials for Agribusiness, and implemented national awareness programs, with focus on SMEs development.

Elene Ayoub

Biography: My name is Elene Ayoub, a forest engineer at MoA – Lebanon, at the Directorate of rural development and natural resources. I have a diploma in Forest Engineering from Morocco, and a master degree in Forestry from the Lebanese University. I am interested in climate change since it’s a main element in the forestry department, and its impact became worldwide and is affecting all vital issues.

Georges Akl


Affiliation: Ministry of Environment

Biography: I am working at the Ministry of Environment for over 20 years, and since the last four years, I am leading the service of Regional departments and Environment police, where on the daily basis, we implement the environmental objectives and strategy of the ministry in the Lebanese governorates. In the meanwhile, I follow up with my staff different types of environmental complaints related to the disrespect of local climate patterns, and sustainable development goals. Pointing out that breaking environmental regulations has a detrimental effect on nature capital, raising the possibility of calamity in our surroundings. Therefore, I will have a great opportunity to refresh my expertise in this area through this course.

Kassem Chaalan


Affiliation: Lebanese Red Cross

Biography: Kassem Chaalan, the Disaster Risk Reduction Director at the Lebanese Red Cross (LRC), has been with the LRC since 1993 beginning as an Emergency Medical Technician.
Mr. Chaalan has been instrumental in expanding and scaling up the DRR since initiated in 2012, to achieve national coverage. He also instructs on many topics such as GTC, MCI, PHTLS, Cadre Training, and Community Based Disaster Risk Reduction. Before joining the LRC, Mr. Chaalan worked with BACTEC International as a Senior Medical Coordinator and Trainer.

Nadine Saade

Rana Amer


Affiliation: UN Migration Agency (IOM)

Biography: Rana Amer is a Senior Public Health Assistant at the UN Migration Agency (IOM), with over 10 years of experience in implementing and managing various public health initiatives. Throughout my career, I have worked closely with the Ministry of Public Health and numerous health partners to coordinate efforts in improving health outcomes. I hold a bachelor’s degree in nutrition and Dietetics, as well as a Diploma in Humanitarian Leadership from the American University of Beirut (AUB). At present, I am focused on a project that aims to strengthen the synergies between climate change adaptation, disaster risk reduction, and health, in migrant inclusive health system response. This project has sparked my keen interest in exploring the critical link between climate change adaptation and public health, an area I am eager to deepen my understanding of as I continue to work on projects addressing the intersection of these global challenges.

Rasha Kanj

Biography: I have over 18 years of experience in environmental management within the Ministry of Environment, holding a graduate diploma in Biology and Environmental Science from Beirut Arab University. My main professional interests are synergies between the public and private sectors to adapt to climate change, these interests developed due to the roles and responsibilities I held as Head of the Department of South where I governed responses to climate change (both adaptation and mitigation) in urban spaces, managed sustainability awareness and guidance projects, and regional urban environment.

Rita Rahbany

Biography: Mrs. Rita Rahbany currently serves as the Director of the Syndicate of Hospitals in Lebanon. She holds a Master's degree in Public Health from the American University of Beirut and a Master's degree in Science from the Lebanese University, with over 20 years of experience in the healthcare sector, specifically in healthcare management and quality, continuous education and awareness programs. She has made academic contributions by teaching at the Lebanese University within the Healthcare Management and Quality Master's Program, among others. Furthermore, she has bridged the healthcare and media sectors by hosting healthrelated radio and TV programs.

Sylva Koteiche


Affiliation: Ministry of Agriculture

Biography: I studied Agricultural Engineering at The American University of Beirut. I also earned a Masters Degree in Crop Production, I completed the training program for “High Grade Section from the Formation Branch” organized by the National Institute for Management and Development, Council for Civil Service in February 2003 and I have been working at the Ministry of Agriculture since then. I started as the Head of Division of Supply and Support, then in 2005 I was the Head of the Department of Reforestation and Exploitation. Since January 2019 till present, I am the Head of Forestry and Natural Resource Service. Throughout the years, I participated in many workshops, projects and training related to Reforestation, administrative management, and management of natural Resources among many other different topics.

Vanessa Buhamdan


Affiliation: Ministry of Public Health

Biography: Vanessa Buhamdan is a public health professional with a focus on communicable diseases and epidemiology at the Epidemiological Surveillance Unit of the Lebanese Ministry of Public Health. She is committed to outbreak prevention and mitigation, working to support the protection of the Lebanese population through proactive disease surveillance and adherence to evolving public health protocols.
